So hard to tell much of anything with such a low-res and distorted sample.

Maybe Geometric 415 Black (Bitstream's version of Metro No. 2)?

Well, it does look like the custom font for Opel/Vauxhall »Opel Sans Bold«. We had those requests a lot at the Whatthefont forum. ;-)
